The Malta Competition and Consumer Affairs Authority (MCCAA), through its Technical Regulations Division, is inviting professionals currently working in the lifts sector, as well as individuals seeking to pursue professional activities within the sector, to express their interest in attending a specialised training course on the requirements for the designation of Authorised Conformity Assessment Bodies (ACABs) in relation to lift inspections.
An Authorised Conformity Assessment Body (ACAB) is a designated body to carry out inspection activities in relation to lifts. The body is responsible for carrying out Preventive Inspections and Thorough Examinations of lifts, in accordance with Inspection of Lifts Regulations (S.L. 427.63). An ACAB must have the appropriate personnel, technical competence, procedures and resources to undertake these activities.
A person fulfilling the role of a Technical Manager within an ACAB shall hold a valid warrant to practise the profession of engineer in Malta, issued by the Board tal-Inġiniera in accordance with the Inġiniera Act, Cap. 321. Further information on the requirements for the designation of an ACAB is available in the Guide for Authorised Conformity Assessment Body’s Designation Document and must follow the provisions of the Method for Designating Conformity Assessment Bodies Regulations, S.L. 427.45.
Accordingly, the course is intended to provide applicants with the regulatory and technical knowledge relevant to performing lift inspection activities within an ACAB, in accordance with the applicable legislation, technical standards and inspection procedures. Successful completion of the course shall be considered an asset when applying for the designation as an ACAB.
The course forms part of the requirements applicable to the designation of ACABs in accordance with the Inspection of Lifts Regulations (S.L. 427.63) and the Method for Designating Conformity Assessment Bodies Regulations, S.L. 427.45.
The entry requirement for the course is a degree in Mechanical or Electrical Engineering.
The training will cover the relevant legislative requirements, applicable harmonised standards, inspection methodologies, safety and risk management principles, maintenance and inspection documentation, reporting obligations, and the practical applications of Preventive Inspections and Thorough Examinations. The course will be delivered online and is scheduled to take place from 14th September to 28th September 2026, excluding 21st September 2026, from 2 to 5 pm. A final 2-hour examination will be held in person at the MCCAA premises on 5th October 2026 at 2 pm. The pass mark for the examination is 70%.
A maximum of 12 applicants will be accepted for the first course, with remaining applicants to be enrolled in subsequent courses. Seat allocation is on a first-come-first-served basis, subject to the application being valid, including receipt of full payment.
Applicants are required to attend at least 80% of the course to be eligible to receive an Attendance Certificate and sit for the final examination. The non-refundable course fee is €3,000 (including VAT). This also includes the examination fee.
