Reliable testing services for public infrastructure and healthcare quality assurance

The Laboratory Services Directorate within the Standards and Metrology Institute of the MCCAA provides testing services that support public entities, infrastructure projects and essential quality assurance activities in Malta.

The Directorate operates on the values of independence, technical competence and customer confidentiality, providing scientific testing services in areas where reliable results are essential for public confidence, safety and quality assurance.

Testing services are provided primarily to Government departments and public entities, supporting major infrastructure works, public projects and healthcare-related quality assurance activities.

Construction Material Testing

The Construction Material Testing service provides testing support for infrastructure, road works, civil engineering projects and other public construction-related works.

This service assists public entities and project stakeholders by providing independent testing of construction materials used in major projects. Testing helps verify whether materials and works meet the required specifications, supporting quality assurance, project control and confidence in the materials used.

Accreditation

The Construction Material Testing service operates within an accredited scope published by NAB-Malta. The NAB-Malta scope of accreditation for MCCAA-SMI-Laboratory Services, reference 012, was issued on 22 January 2026 and includes construction material testing activities.

The accredited scope includes testing in areas such as:

  • soils and granular materials;
  • aggregates;
  • bituminous mixtures;
  • fresh concrete;
  • hardened concrete;
  • road marking materials;
  • road surface regularity.

Examples of accredited tests listed in the NAB-Malta scope include the plate loading test for soils and granular materials, aggregate sampling and particle size distribution, Los Angeles resistance to fragmentation, bituminous mixture testing, concrete cube preparation and compressive strength testing, fresh concrete slump testing, road marking retroreflectivity and luminance, and travelling beam testing for road regularity.

Construction Material Testing Areas

The Construction Material Testing service may include testing related to:

Aggregates

Testing of aggregates supports the assessment of material characteristics used in construction and road works. The accredited scope includes tests such as sampling, reduction of laboratory samples, particle size distribution, flakiness index, water content and resistance to fragmentation.

Bituminous Mixtures and Asphalt

Testing of bituminous mixtures supports road construction and maintenance projects. The accredited scope includes tests such as soluble binder content, particle size distribution, maximum density, bulk density, void characteristics, temperature during laying, specimen dimensions, Marshall test, sampling and sample preparation.

Fresh and Hardened Concrete

Concrete testing supports quality assurance during construction works. The accredited scope includes making and curing concrete cubes, compressive strength testing, density testing, sampling of fresh concrete and slump testing.

Road Markings and Road Regularity

The accredited scope also includes road marking performance tests, such as retroreflectivity, luminance and dry film thickness, together with travelling beam testing for longitudinal and transverse road regularity.

Medical Gases Testing

The Laboratory Services Directorate also provides testing of medical gases used for quality assurance purposes. This service supports healthcare-related activities by helping verify the quality of medical gas points used in clinical and public healthcare settings.

Medical gases are critical in healthcare environments, and quality assurance testing helps support the safe and reliable use of gas supply systems. Testing may be carried out as part of routine monitoring, commissioning checks, maintenance verification or other quality assurance arrangements requested by the relevant public entities.

Purpose of Medical Gases Testing

Medical gases testing supports:

  • quality assurance of medical gas supply points;
  • verification of gas quality at point of use;
  • monitoring of medical air and related gas systems;
  • checks linked to maintenance or commissioning activities;
  • confidence in healthcare infrastructure and service continuity.

Medical Gases Covered

The service may include testing related to:

  • medical air;
  • surgical air;
  • dental air;
  • compressed air;
  • nitrous oxide;
  • particulate matter testing;
  • other tests subject to request, technical capability and applicable arrangements.

Who Uses These Services?

The Testing Services are primarily used by public entities and public-sector project stakeholders requiring independent testing support, including entities responsible for:

  • roads and infrastructure;
  • public construction projects;
  • maritime and quay works;
  • water and drainage infrastructure;
  • waste management infrastructure;
  • public healthcare facilities;
  • other Government or public-sector projects requiring quality assurance testing.
