Electrical Accessories Regulations, a National legislation, Subsidiary Legislation 427.51, stipulates that electrical products offered for sale in Malta need to either be equipped with a proper BS 1363 three pin plug or an adequate conversion plug.
Conversion plugs need to be provided already affixed to the equipment by the economic operator.
BS 1363 Three Pin Plug
The conversion plug to be used depends on the type of the two-pin plug used by the device in question, however the most common conversion plugs are those for schuko plugs and those for euro plugs, examples for which can be seen hereunder:

Exemptions
Electrical equipment exempted from the requirements of these regulations can be found in Schedule III of S.L. 427.51. Exemptions include any electrical equipment which is fitted with a plug transformer. This kind of plug houses a transformer within it, a common example is that that of mobile phones chargers. In such cases MCCAA-TRD suggest that a proper adaptor is to be used when operating such products. An example of such adaptor can be found hereunder:
