General Product Safety (Implementing) Regulations, 2025 [User Guidelines] 

The proposed provisions implement Regulation (EU) 2023/988 on General Product Safety by establishing rules on the safety of consumer products placed or made available on the market and prioritising product traceability. Measures are being introduced to address: 

• minimum requirements intended for the safety of products on the market;
• powers of market surveillance authorities to carry out market surveillance, investigation, compliance, and enforcement; and
• applicable penalties.

The provisions focus on introducing robust measures to enhance product safety, taking into account technological advancements and evolving market dynamics. 

These user-guidelines are being published in accordance with Article 3 of the Small Business Act (Cap. 512).
